Steven R. Orr is a shareholder in the
Litigation Department and Water Rights and Water Law Practice Group
at Richards, Watson & Gershon with more than 19 years of litigation
experience representing public agencies and private entities.
Mr. Orr concentrates on the representation and counseling of public
agencies and private entities in a variety of litigation contexts,
including water rights adjudications, contract disputes, election
law, eminent domain, indemnity, insurance coverage, investigations,
joint powers protection, judicial foreclosures, public agency litigation
and arbitration and tort claims.
Mr. Orr is actively involved in litigating the Santa Maria and
Antelope Valley groundwater adjudications. He serves as Special
Counsel to the City of San Fernando with regard to administering
the Upper Los Angeles River Area judgment, and serves as Special
Counsel to the City of Upland with regard to administering the Chino
Basin judgment. He regularly assists in the Firm's handling of other
water issues as they arise for our clients.
Mr. Orr is an active member of ACWA and the Groundwater Resources
Association.
